Summary

Defra consulted (to Mar 2007) on a range of potential solutions to three fundamental waste controls: registration of waste carriers; waste duty of care; and registration and control of waste brokers.

Defra launched a further consultation (to Sept 2008) to tackle the weaknesses in the waste carrier and broker registration and the duty of care regimes, with the following aims:

  • to reduce waste crime, including fly-tipping, and improve environmental protection;
  • to make it easier for businesses to understand and comply with the regulations; and
  • to make it easier for the enforcing authorities to use.
